The girl was talking about some game they play where she's from that's similar to this. She talked about something called "mafia" that was a group of killers that voted to pick their victims. They figured those were the foxhounds, [points to her dog playfully trying to catch Gi-ne's tail] not The Generals, but it adds up to the same thing.
They don't have proof, of course, but I still don't like it.
